SALARY: DOQ + BENEFITS HOURS: FULL TIME-40 HRS/WK POSITION SUMMARY: The Associate Planner will be responsible for the Puyallup Tribe's Indian Reservation Road Inventory and the implementation and update of the Tribe's Long Range Transportation Plan. The Planner will ensure that the Tribe's roads inventory is updated each year and that all preliminary work is conducted in order to update the annual inventory. Work must be completed and submitted to the Bureau of Indian Affairs utilizing their computer program within the designated deadline. The Associate Planner will also provide technical support for Comprehensive Planning and Land Use Department objectives. This includes generating planning studies, reports, and recommendations pertaining to land use planning for the reservation. This individual will provide technical support in the work necessary to complete and update the Tribe's Land Use Plan. The Associate Planner will provide GIS support to the Planning and Land Use Department and will work directly with the GIS staff and will assist with data documentation and collection.
ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Responsible for completion of annual roads inventory, and will provide the department with transportation planning, and update the yearly Transportation Plan. 2. Responsible for updating Tribal roads data including accurately inputting the data into the Bureau of Indian Affairs Road Inventory Field Data System (RIFDS). 3. Must actively work with the Tribal community on annual transportation plan update. 4. Must work with GIS staff and perform GIS functions relative to data collection, mapping, and update of annual roads inventory. 5. Works cooperatively with the Land Use Manager and Planning Department with regard to updating the Comprehensive Land Use Plan. 6. Makes recommendations for and assists with development of land use ordinances and land use planning processes. 7. Prepares reports and makes recommendations to Land Use Manager regarding special planning projects and transportation P.L. 93-638 planning contract. 8. Must attend necessary training and conferences regarding transportation planning and land use planning. 9. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities.

Education and/or Experience A Bachelor's degree in Urban and Regional Planning; Architecture and Engineering; or similar/related field required. Experience working in the land use and/or planning field with an Indian Tribe or city/counting planning department is preferred; completion of an internship program as part of the degree process will be considered; or satisfactory equivalent combination of education and experience. Must have GIS training and experience. Intermediate experience in word processing and spreadsheets required. Note: Part-time work is prorated in crediting experience (e.g., if you work 20 hours per week for a 12-month period you will be credited with 6 months of experience).
Language Skills Must possess analytical ability and must be able to interpret periodicals, professional journals, technical procedures, and government regulations. Must write technical reports, business correspondence, procedure manuals and draft Tribal planning ordinances. Ability to effectively present information and respond to questions from community, program managers, and others.
Mathematical Skills Must possess basic mathematical concepts and have experience in statistics and/or quantitative methods. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Licenses or Certificates Must have and maintain a valid Washington State driver's license and proof of insurance.
Other Skills or Abilities Knowledge of public administration of trust lands, preferably with Indian Tribes. Knowledge and experience of building intergovernmental relationships in the areas of community, land use and transportation planning. Knowledge of Bureau of Indian 93-638 Contracts and process.

Basic Qualifications: Must have experience leading a cross-disciplined resource management team. Must have experience in natural resource management fields such as: wildlife, timber, forest and/or recreation management.

Typical Responsibilities: The successful candidate will be responsible for managing Southern California Edison's (SCE) Shaver Lake and Dinkey Creek lands with respect to campground management, natural resource management, land use, and timber harvesting. This position will manage a staff of about 70 with one supervisor, several senior professionals, technicians, and other specialized disciplines, including numerous part time help during the summer camping season. Typical responsibilities include: Managing Camp Edison, a 250-site campground and surrounding lands in regards to timber harvesting, wildlife management (including rare and endangered species), biomass utilization, fire ecology and wildfire prevention including prescribed burning, outdoor recreation management, tree nursery, carbon sequestration, water quality, and other sciences or disciplines and ensuring compliance with the Federal Energy Regulatory Commission (FERC) hydroelectric license for Shaver Lake. He/She will be responsible for selecting staff and managing employee performance and development by conducting performance planning and reviews, coaching employees, and carrying out disciplinary action when necessary.This manager will work with senior management to develop strategies, core policy, and set specific direction for asset management and utilization of SCE's forest lands. They will partner with other business unit managers to ensure efficient and environmentally sound interfacing of diverse Areas of Responsibility that impact SCE properties. This manager will represent SCE to certain Federal, State, and County regulatory agencies, the local community and special interest organizations, on land management and environmental stewardship issues that could have long term positive or negative consequences for Company operations. The successful candidate will evaluate new proposals for use of available resources while addressing long term issues of importance to society and the Company.
